That is George Washington Parke Custis, the step-grandson of George Washington.
An interesting aside: John Tyler (1790-1862), the 10th president, has two living grandchildren.
For some perspective, Queen Elizabeth is the great-great granddaughter of Queen Victoria (1819-1901)

The info about the grandchildren is a fascinating fun fact. Also interesting is that when I looked them up I ended up at Gardiners island, the first English settlement in NY and the only real estate in the US still held by a royal grant from the English Crown. Julia Gardiner, wife of John Tyler, was born on this island.
