Person-of-Mystery

Welcome to Cipher Saturday!  You've found the home of everyone's favorite weekend pastime, where a stylized photo of a somewhat famous person from history is provided for you to identify.

Last week, it seems as though some people may have solved the photo by sight.  This is a perfectly acceptable way to solve the contest.  If you can't identify the person visually, perhaps decoding the clues found in the cipher below may help.

So, who could I be?  That's the mystery!  Go ahead and take a guess and then go enjoy your day.  Check back tomorrow and I'll reveal the answer.  The first correct post will be declared the winner.
Additional clues may be found in the cipher below:

If you'd like to make sure that your guess is correct, enter her name into Google Images and the first photo will be found on the first page of image results.

Has anyone figured out what the stick men are for?

Anon - I believe it's the Dancing Men cipher, from one of the Sherlock Holmes stories. The deciphered clue so far hasn't helped me ID the PoM, though.

She looks like someone from the French Resistance to me.

Is anyone besides Brian and me working on this one? I finally found the Dancing Man Cipher online but I haven't figured it out yet.

OK - here's what we got for the cipher clue:

"I am a woman and not just a man
and despite appearances I'm not Mexican.

Less than a hundred with me would go far, but many a guest saddled up to bar.

Powerful people desired my gold,
but at the price they offered it wouldn't sold.

At last the feds seized my land top to bottom, but I kept happy memories of times that were awesome."

We're guessing that the PoM is Florence Lowe "Pancho" Barnes.

Good job I got the cipher solved but didn't know it was Barnes.

Based on the picture I thought she was a female guerrilla fighter with a gun in her right hand...
